FWIW, I addressed that in The Art of the Impossible. There was no provision against women serving on the High Council prior to Azetbur, but no woman had ever done so prior to her as well. The chancellor after her, Kaarg, was a reactionary whose primary appeal was that he wasn't Azetbur, and his first order of business was to decree that women could not serve on the Council. This reconciles Azetbur's service with Gowron's statement in "Redemption Part 1."Similarly, it tends to change whether women were permitted on the Klingon Council. It sounds in TNG like an absolute that it isn't ever done, and yet Azetbur took her father's place on the Council in ST VI (but made after the TNG reference).
