I wouldn't exactly say Miley Cyrus is hot by the standards of what else is found in Hollywood. It's not like she is Salma Hayek or Elle Macpherson. She is very attractive however. If she were sitting next to me when I was in high school I'd defenitely have a huge crush on her.
It all comes down to age. The OP is only in his early 20's. The creepy factor doesn't come into play until you're in your 30's. When I hear somebody that's in their 40's or 50's talking about lusting after jailbait, that's just something they should be keeping to themselves.

In America the Age of Consent ranges from 16 and 18 depending on which state you live in and in-that even certain concessions can apply. Some states have "Romeo and Juliet" laws that allow persons considered "majors" to sleep with persons considered "minors" so long as the age gap isn't more than a few years. (This way a teenager in high school can't get prosecuted for sleeping with a classmate once he reaches the age of majority.)
So in Kansas, for example, an 18 year old can sleep with someone as young as 14 and not suffer as harsh penalties as he would some other states. -This law has come under fire, however, as it does not apply to same-sex couples.
