I voted for Eleven, partly because NuWho actually has a pretty consistent overall characterisation, partly because Smith owns the part while retaining Ten's "Doctorishness" and partly because of the excellent scriptwriting led by Steven Moffatt.

Normally I bemoan the fact that the incumbant wins these kinds of things, but in this case, well call me a hypocrite but Smith for pretty much owning the role from the second he clambered out of the library/swimming pool
After him probably Davison, Troughton, Tennant and Eccleston in variable order. Really there's never been a truly terrible Doctor though.
One thing I've noticed around these boards is when it comes to Doctor/Companion, people change minds really easily. What I mean is taking Tennant for example. When he was Doctor everyone loved him. Now that Smith is in the role, people decide they didn't like Tennant. The best example is the comparison between Martha and Donna. Interesting how stuff like that always works.
