No, I think Lucas deserves a lot of credit and I think the PT was pioneering digital filmmaking in a way that is taken for granted now.Honestly, thinking back, the war and politics in Revenge Of The Sith seemed to make it more solid and cohesive in many ways than The Force Awakens (which got criticized for a almost inexplicably powerful First Order and weak, ill prepared New Republic). They're both decent films and around the mid ranking SW films for me on hindsight.
Not everything George Lucas touched past 1983 automatically turned to crap (for example Biggs Darklighter scene) but he had his time in the sun and lost something with his divorce from editor wife.
As for ROTS, the war is cohesive but the pacing is frantic. We go from the beginning to the end with no interlude and somehow are to care when the clones turn on the Jedi. Unfortunately that pacing means I know very little about these characters and so my investment is limited.
