Looking for an episode

Hello trekkies

I am looking for an episode in which a guy had three other people around him who were talking on his behalf. If he was asked a question, he would make faces but say no words and let his "representatives" speak. They were more like slaves if I recall correct..
ANy idea the name of the episode?

And I loved the special effects on that laser weapon,,, just cook the flesh off them..
