The original EMH was 700 more years online, and is certainly wiser, but I wonder what happened to the numerous copies employed in mining.

Indeed it would be, since DS9 showed us that there could never be a MU Voyager since there is no longer a Terran Empire by that time.
What I want to know is, why would it have taken the Doctor so long to reach Federation space? 700 years later, the Federation should already have expanded out that far. He should already BE in Federation space. Were the Kyrians and Vaskans simply ineligible for membership because they were fighting amongst themselves? They were no longer fighting when the Doctor left them...
