"Admiral" Rand has never appeared. Like I said before, she was last seen as a Lieutenant Commander in the Voyager episode "Flashback". There was a descenent of Janice Rand in the fan film series "Hidden Frontier".
First off, there most certainly is, I just saw in a rerun on an episode a week or so ago and it really made me go "Whoa!", something I never made a connection to. I may have the episode wrong, but it's cool sitting here going "I'm right you're wrong, that's how it is la la la" especially when I'm the one making it a point to go back and double check myself.
I only recently realized after doing a lot of recent research that scripts actually referenced the TOS crew on occasion without outright calling them out and as I re-watch episodes, I'm noticing more and more those subtle hints. It's something you yourself might want to look for instead of just sitting back saying "Nope, doesn't exist".
As for Sisko and Picard referencing the head of Starfleet Intelligence, there is no canon evidence to suggest that that is Uhura. I would have thought that by the time of TNG she would have retired from active duty.
Uhura's position as Director of Starfleet Intelligence only exists in fanon, no body knows what happened to her after TUC.
As I noted, these are SCRIPT NOTES. She's never outright called by name, but there are more then a few episodes that have script notes attached to them that they wanted to have Uhara actually appear on screen. It simply wasn't in the budget to have her sit in for a 30 second conversation and they didn't want to write themselves into a corner if they ended up having to have the admiral of Starfleet Intelligence appear on screen and it wasn't Uhara after confirming it was. They opted to make it more of an Easter Egg.
That being said, I am really getting a sense that this turning into a "He said, she said" ordeal and I am beginning to think this is turning more into an argument then a discussion which isn't helpful to what the OP's request was.
