'Legacy' and state of Turkana IV

Have you ever been a bit surprised that Federation has left the colony on Turkana IV as it is? I wonder, has there been an offer for the people there to leave after the colony fell apart or were they ”abandoned” there. Ishara did mention that if there was a way for her to leave 15 years earlier, things might have been different. Does that mean there wasn't? Tasha did leave... but how?

I have the feeling that Federation wouldn't leave people behind just like that. Might they had chosen to stay? Don't know why though.

We don't know the nature of the colony's politics or what occurred that led to the collapse. IIRC, they severed ties with the Federation before TNG's time.

They descended to civil war in the 30s and broke away from the Feds in the 50s apparently. So, yeah, the Feds dropped the ball on that one.

Presumably we're dealing with a distant colony, they still had a front government they could project to Federation HQ to satisfy their requirements that breaking away from the Federation was really what the entire planet wanted to do. That's about the best I can surmise from that.

Yet they still have access to starfleet records to a point were they could figure out that Tasha Yar use to be part of their colony. Speaking which I wonder how Tasha had escaped if they all live underground? She would need access to some form of spaceship to escape.
