Haha. Time to show my age: I remember the Muppet Show... The character is called the "Swedish Chef", but he tend to babble in a invented language all the time... I guess that we Swedes sound like that to americans..

He's speaking English, but in a severe mock-Swedish way.

You two are speaking about different videos. B.J. is referring to the Swedish Chef, while Nerys Ghemor wants to know what the people in the video she linked to in her post say. I'm sure it's Dutch but I only understood very little. (Not having learnt the language.)
The moderator says that she doesn't know what that means and I believe the man wonders whether it's appropriate to say that on TV.
