What ever happened to the Romulan fleet? They were considered to be one of the major military powers of the Alpha/Beta Quadrants. Sure, their home planet was destroyed, but presumably they didn't keep their entire fleet just sitting there, waiting to die. They were a Star Empire, with a fleet sizable enough that they were of great consequence during the Romulan War! Yes, Romulus and Remus were destroyed, but it never made much sense to me how that seems to wipe out the entire Romulan Star Empire.
Except, the supernova comes on the heels of both the Dominion War and Shinzon's coup and efforts to stop him. So how much was left intact and what leadership would be able to assert control?

True, but then shouldn't we be seeing Romulan Warlords or something? Ex-Senetors or Admirals commanding small fleets of whatever they could get their hands on? Holding on to their own little peice of what's left of the Empire. We know what the Tal Shiar were up to, but that still leaves the fragments of the rest of Empire.

So even after the war, the fleet was still a formidable presence. Undoubtedly it remained so after Shinzon’s failed coup. So, as Hotrod asked, what happened to all the ships?
The Treaty of Algeron stipulated that the Federation couldn't develop their own cloaking tech or use cloaking tech on their ships. But clearly the Federation could ally itself with a power that did have cloaking technology without abrogating the treaty. Also since the treaty came into effect in 2311 and the Federation had the Bounty for about 25 years before that and never used it to give their ship cloaking technology, so maybe the Romulans gave it a pass.
It's implied the cloacking field is generated by a ship's Deflector Shield Grid (Going all the way back to TOS S3 The Enterprise Incident); so yeah, I don't think size matters.
THAT'S JUST WHAT SOMEBODY WITH A TINY CLOAKING DEVICE WOULD SAY. 
Did treaties with the Soviet Union have to be renegotiated with the Russian Federation?

We saw a bunch in the Season 1 finale.
It's been a minute since I watched season 1, but I don't remember any of those ships being particularly formidable. Weren't most of them pretty small? Like, sub Klingon Bird of Prey sized?
What happened to the big ol' D'deridex class ships? Or the Valdore-type?

We saw some tiny ships that could almost be described as fighters.
There's probaly one at La Forge's Fleet Museum and Gift Shop (kids get in free.)

I cringe whenever I hear this badly-written line. The Praetor's power has always been with the TAL-SHIAR. Not the fleet. We've seen Tal Shiar people boss around ship captains before. The Tal Shiar has all the secrets. This was all clearly established during TNGs run. John Logan didn't do all his research here.
I don't think you're completely understanding the relationship between a military and an intelligence service.
