I believe the "ice powers" were from the role-playing game supplement that was the source of Enterprise's portrayal of Andoria's climate and culture in the season 4 Andorian/Tellarite/Romulan arc.

The TrekBBS in-joke is more obscure even than that. Back before "The Andorian Incident" even aired, there was a topic in the Enterprise forum started by one guy who was very insistent that the show needed to depict "Andorian Ice Powers," which he'd learned about in "the sourcebook." It might've been the infamous Major Barcalow, but I want a second independent source before I say for sure.

I'm pretty sure it was him. Or at the very least, he's always mentioned most other times I make the Andorian Ice Powers joke.

I think at this point there should be a sub-forum called "The History of TrekBBS" or something. There threads like this Andorain Ice Power or all these threading threads from 5billion could be preserved to one day be used in a law court.
