I don't think you can watch "Balance of Terror" and argue that Kirk doesn't care about them, though.

No red shirts died in "Balance of Terror". Tomlinson wore gold. :D

Hmmm...I'd have to say Picard, now that the writers have toughened-up our lil scone-eater. He's got Vash under one arm, Q at arm's length & the Borg at the point of a phaser rifle. Not to forget that nice lil' Baku lady that caught his eye there for an episode/movie. I would've said Kirk, but he's good for a mellow story about getting on with your life despite being a century old. I just can't see James T. Kirk with a beautiful woman in his bed in a specifically SEXUAL situation, but I can see him in a cute/romantic "autumn of your life" scenario.

Kirk is hardly a jock. Athletic, yes, but not a pig-headed jock. James Kirk is just as intellectual as Picard. He is fond of Spinoza. He is a thinker who was once described as a "walking stack of books with legs." Gary Mitchell said of a young Lt. Kirk that in "his class you either think or sink."

Kirk because he is such an intrinsic action hero is so misnomered as nothing more than a "space cowboy." But he is often steps ahead of his enemy. While he does rely on Spock, he is able to make conclude the next step and often predict where his first officer's line of thinking is headed.

That said, I've always felt that both Kirk and Picard reflect the Hornblower character just at different ages. Kirk is the young Captain Horatio Hornblower, whereas Picard is the older, tempered Admiral Horatio Hornblower.
 
I choose Kirk and I could write an entire paper on why. I rather make it short.

1. Head to head, given both captains command starships of equal firepower, Kirk would easily outwit and defeat Picard. I've never been all that impressed with Picard's tactical ability especially when Riker has just about beat Picard with an inferior ship on two occasions (Peak Performance, BOBW Part 2).

2. In a fistfight, do we even have to ask? Kirk takes Picard out easily.

3. Kirk has handled his opponents well including Romulans, Klingons, Doomsday Machine and other superior beings. Picard was used by the Borg to give Starfleet one of it's worst defeats in Federation history. Again, we can thank Riker for coming in to save the day. Also, the Romulans have beaten Picard.

4. Kirk's main flaw was the body count of red shirts. However, you can argue that the galaxy was much more dangerous back then in the TOS era in contrast to the TNG era. This is why Q felt the need to keep Starfleet from becoming complacent by introducing them to the Borg.

That's it for now.

Yeah but Picard has the tactical expertise of Data, Worf, Riker, and Wes which would be more then enough. Because Picard is a good captian in the fact that he listens to the advice of his staff.

That is until Kirk's girdle snaps. Then it's all over.

This is a good argument. But this is why I prefer TNG writing to that of TOS. It's more believable and more human. Because only symbolic, ideal characters like Kirk could do stuff like that and not suffer any consequences for it. Kirk, much like Superman or John Wayne, is not a real character. He's an ideal. People like him for what he represents, not for who he is, which is a pretty shallow and cliched character imo. When it comes to the character department, Picard wins every time.

I don't know. The Cardassians and The Dominion gave both Picard and Sisko a run for their money and neither of them had nearly the body count Kirk had on his hands.

I think there's been some misunderstanding here. I'm a guy and I simply meant that in terms of the types of characters I like in TV shows. Although sometimes I do like a good old fashion ass kicking action hero.
 
Picard, barely, if only because I grew up watching him daily. I'd more readily put my fate in his hands.

I voted Kirk.

Of course, I was comparing TV-Kirk to TV-Picard. If it were Movie-Kirk vs. Movie-Picard... my answer would have been Picard.
 
Kirk for me, if only for being one of the first things that made me like Star Trek so much when I was a kid.
 
Picard, without even having to think about it twice.

I like a leader who can maintain his dignity :)
