They probably wanted Starfleet to me more international and less American.
Yes Chekhov has an odd Russian accent and Scotty has a Scottish accent but Zulu and Uhura along with Kirk, Spock and McCoy have American accents.

No. I found it irritating. He does that nasal and flat thing that a lot of Brits do when trying to sound "American" and then tosses in a little "gruff". Apparently there are Americans who sound like that, but I've yet to meet one.
