Kirk a potential turncoat? (Rihannsu series question)

Starting in Swordhunt, Duane seems to be saying that Starfleet was concerned about Kirk's loyalties where Ael and the Bloodwing were concerned. She spent some time developing that in a few scenes over the next two books but by the end of The Empty Chair she never really resolved that plot thread.

I've heard that the final book was a bit rushed to begin with, and also had material cut because it was over-length. Does anyone know of any interview or statement where Duane addresses the resolution of that plot thread, or was it just abandoned?

I'd thought that the statement had been resolved by the Enterprise intervention in the Romulan Civil War, which--it turns out--was triggered at least as much by the secret orders of the Federation President to secure as much Romulan high-tech as possible as by attachments to Ael on the part of Kirk et al.
 
Yeah, that was my impression as well, that Kirk

was operating under "sealed orders" from the president of the Federation.
