Well, it's not as if Kira wore a standard uniform for long - even during S1, there were changes to the jacket that took her away from the standard, and by S4 her costume bore no resemblance to the other pink/red Bajoran uniforms. We can't say.I cant' remember, did anyone else wear that weird shirt under his/her uniform? Was it a Kira thing, or a standard part of the Bajoran Militia uniform?
It was simply supposed to indicate, "Alien-style undershirt or T-shirt." That's it. They could have made it out of one of those weird, shinyTrek-style fabrics, but to be fair, that wouldn't have meshed very well with the hard-scrabble Bajoran lifestyle and it wouldn't have looked like either an undershirt or casual wear (whatever it's supposed to be).
