I've always assumed Romulan foreheads is just a racial thing. Some have ridges, some don't. After all, in Unification, no one in the streets of Romulus found Spock's lack of ridges to be unusual.

Thank you! This is what I've been saying for years. It's the Klingon EMPIRE, after all. People from many planets must serve in their military, just like the current military of any large nation is multi-ethnic.
