I've always been somewhat envious of the minimal network interference DS9 was afforded vs UPN constantly meddling with VOY. They couldn't even leave Janeway's hair alone week to week.

I never worried about them meeting, but one thing I've thought about, if Star Trek had done Arrowverse style crossovers, then I would have had Picard and Sisko maybe meet Chakotay and a bunch of Maquis during a Maquis formation crossover episode in TNG Season 7/DS9 Season 2, sort of like a hybrid of "Journey's End" and "The Maquis". (This would be like how Legends of Tomorrow spun off Arrow and Flash). I don't think Janeway would have appeared there or Sisko would have appeared in "Caretaker" but maybe Janeway would have appeared in an episode in DS9's third season prior to the airdate of "Caretaker".
