Janeway not meeting Sisko

I don't think a formal meeting would've been necessary.

As Voyager would be ready to depart from the station on their mission, no doubt the person overseeing ops at the time (Kyra?) would be clearing them. And as Sisko would be aware of any Federation starships coming and going, he could have just done a "Good bye and good luck" call to Janeway as Voyager prepared to leave on their pursuit of the Maquis. It would've taken 15~20 seconds of screen time. And it would've been a nice "joining of series."
 
That meeting probably didn't go too well.

Sisko <proudly presenting her with a handmade jambalaya >: 'It's and old family recipe'.
Janeway: <after tasting> Not to worry, Commander, my replicator always screws my recipes up, too.

Well, we know THAT didn't happen. Janeway lived to travel to the Delta quadrant!
 
I’m sure they meet, given the mission it makes sense, it just had no relevance on the story. That episode was already slow enough without adding more unnecessary stuff.
 
Picard not meeting McCoy is a more interesting question. I don’t know if they did, with the admiral being pretty much retired and possibly around for a low profile, informal inspection.

We don't really need a reason for Sisko to show up, it's called "cameo". But that depends on Avery Brooks being available.
Also on budget and pace. Having such a scene would have added an unnecessary cost to an already expensive episode and would have further slowed down what was already a slow story.

Something I try to do when writing, especially for video, is to eliminate anything not necessary to te story. This story in question, which also had to last to fill the exact timing required for broadcast (something that is less of a problem nowadays and often wasn’t at all for movies) was already slow and pandering imho.
Abrams, which I usually don’t like for other reasons, is a master in this: every scene of piece of dialogue in his productions usually always serve a purpose.
 
One of the things that annoyed me about Voyager (among many) was the fact that in the pilot episode we never saw Captain Janeway and Commander Sisko meet. In the DS9 Pilot Sisko and Picard had a conversation but in Voyager Harry and Tom saw through Quarks scheme. What was the cause for a Stations Commander not to meet with the Captain of at the time the most advanced starship chasing renegades in a dangerous part of space?
Sisko wasn't important to the plot. Voyager docked at DS9 was so we could see Voyager launch from the familiar DS9 and Quark's cameo was played for laughs. Sisko and Janeway meeting wouldn't have served the plot.

Though I suspect that they did actually meet off-screen, particularly considering that the Maquis were a somewhat personal issue for Sisko by that point (and became more of a one later).

Alternatively, particularly given that the Defiant wasn't seen during the visit to the station, they didn't meet because Sisko was away either due to the events of Equilibrium or Second Skin.

Oh, in an in-universe sense, we know they met. Janeway's got one of Starfleet's newest mid-sized ships decked out with the latest tech. Voyager's docked at DS9, she's going after the Maquis, and some of her crew are chilling out in the Promenade and at Quark's.

Honestly, it would have been cool if DS9 did an episode from the station's point of view, Voyager stopping by for crew and supplies, a guest appearance by Captain Janeway, then Voyager departs to find Chakotay's Maquis ship. There could have been a follow up episode where the Defiant goes looking for Voyager in the badlands and sadly finds nothing.
 
Given the amount of time they spent off the station in the first part of the third season, I'm not sure that would have worked as well as it would have done during other parts of the run.

But it still have been great to see them have a short conversation.
