Jack Crusher. 2nd Officer of the Enterprise-G

He did go to Starfleet Academy, so yeah he is a Starfleet Officer.
When? In a year? And now he is two spots removed from commanding a starship?:vulcan:
And yeah it was quick, but its like how universities give credits for relevant life experiences. He has medical degree and years of exploring, humanitarian aid, ship maintance, self defense, shady contacts, etc..., that is alot of life experience credits giving him a leg up at Starfleet Academy.
Fine. Stick him as a medical officer, an engineering or science officer. Oh wait, he's not any of those? He's a command level officer two spots from command of the Enterprise?:wtf:

Yeah, I could see Jack briefly being left the conn in a pinch (like Chekov briefly was in Star Trek 2009), but unless there's a time jump and Jack has moved up the chain of command, Mura's currently the more obvious choice for second officer right now.
We don't even know if Mura or Esmar will be apart of Star Trek Legacy or not, neither were major characters.
That's why I said right now. It's true that we don't know what the actual cast of Legacy might be (or even if Legacy will actually happen despite all the heavy expectation), but we can only go with what we currently have.

According to one site, Jack Crusher is serving as Seven's "special counselor". So, which is it? Second Officer or "Special Counselor"? Starfleet now has an "accelerated program"? Why? It's not like the setting is in some far-off place like the Delta Quadrant.

Matalas mentioned Jack would be the Second Officer if a Legacy show gets off the ground. As of the end of PIC3 he's just a "a special counselor".

Special Counselor. Only the OP suggested that Jack be second officer. Not even Matalas has, at least not in his initial reddit post.

I think Starfleet always has had an accelerated program. It may be the equivalent of Officer Candidate School, more or less.

He has a ton of life experiences and Seven has a specific plans for him and his uniqie talents/capablities.

What does a Second Officer do?

IMHC, Starfleet has tasked Enterprise with protecting Jack from the Borg -- and they had to put him SOMEWHERE.

I am more interested on who Seven will end up shipping with. What if Chakotay comes on the scene again?

Chakotay is staying on Prodigy (right alongside Janeway).

Seven made her choice. She knew the weight of command and the responsibility that it carried… the sacrifices that it demanded. She refused to allow her personal feelings to cloud her judgment - feelings which she thought had been left in the past. Seven numbly called for the [Terry Matalas can insert the necessary actions to be taken to save the lives of the innocent beings on the planet here :p], fully aware that Raffi's life hung in the balance as a result of her choice and actions, though Seven would *not* abandon her dear friend, even if the odds were not in her favour and any mission to rescue Raffi would now likely fail.

Does Terry want to kill off Raffi and make Jack the XO?

That's what's always concerned me about that whole scenario.

Immediately after giving the order to [Whatever, blah blah blah], Seven, without hesitation, transfers temporary command to her loyal ‘puppy dog’ trusted first officer, Jack, whilst she prepares to lead the rescue mission. After giving Jack a quick pep talk about his first true experience in command, Seven departs aboard the Galileo X on her seemingly futile mission to rescue Raffi…. but Captain Seven is not alone; Raffi’s mentor, Ambassador Worf, insisted on coming along for the ride too…

I feel somewhat better now.

That's really not how Starfleet works and never has been shown to work that way. Starfleet has always taken in people with questionable backgrounds and given them the benefit of the doubt--like a Klingon, an android, and a Ferengi--and they've gone on to become fine officers.

Borg?

Generally be third in command and fill in when the first officer is away or busy.

Borg?
They gave two ex-Borg command of Enterprises.
