I don't like clip shows. It's a clear sign to me that writers/producers have run out of ideas, or in the case of 'Shades of Gray', didn't have anything ready to produce at the time. I would've made season two a 21 episode season.
The only time I think it's ok to use clips of old material is for episode recaps and maybe as part of a montage a la DS9's finale.
Therefore 'Shades of Gray' would get bottom marks from me and most certainly is TNG's worst episode.
