Wasn't that what the Separatists were trying to do under the leadership of Count Dooku?

Yes. Not all of the Separatists were evil. A good number of them had a good reason to confront the Republic. Even Padme had realized this by "Revenge of the Sith". By serving as leader of both the Republic and the Separatists, Palpatine - through Dooku and the Jedi Council - managed to control the entire situation for his benefit.
 
There was was an episode (maybe an entire arc of episodes?) of the Clone Wars TV series that covered the civilian leadership of the Separatists, some of them were reasonable people believing in what they thought was a good cause and had real grievances against the Republic.

Palpatine, with Dooku, twisted that cause.
