Ever been to Devon?
Yes. I live here!A lot of the smaller towns there fly both national flags and the Devon flag with a surprising regularity, given the British aversion to flag-flying in general.

This is very true, actually. Six months or so ago there was a controversial moment when Devon County Council were told that it's illegal to fly anything other than the Union Flag on government buildings. I don't know whether or not that persuaded them to take down the Devon flag.

The Brits aren't great flag-flyers. But, I did enjoy seeing all the England flags being fluttered during the last World Cup. Everywhere you looked there were England flags.
