Well if we're counting by how many beds they jumped into, Hoshi was in Forrest's and Archer's in two hours of screentime, while we never saw the Intendant do anything more than imply.

So if that's the basis of comparison, I vote Hoshi.

Agreed. Plus Hoshi, IIRC, only targeted men. Intendant Kira went for anything that moved.
