What do you expect from a society that is centered around combat and warfare?

Where to get the hottest chicks is not to sit through school being a nerd until you develop your own gizmo, start up a company and become a millionaire/billionaire at which point your bank account takes over for your looks.

With Klingons being the biggest and baddest in town is equal to being successful.. handling "peace" jobs like science and engineering is for the weak and squeamish.

So they conquer to maintain their empire, incorporating conquered technologies while going for the more rugged combat designs instead of the High Tech Federation and Romulan approach.

I don't think the DS9 era BOPs were obsolete ships - the design was classic, but I assume that the 'innards' were cutting-edge.

But the BOPs definitely illustrated the advantage of having something besides one big ship to handle space combat.
