In The Pegasus, should Will have told Picard earlier?

Will fessed up eventually, but I don't see what difference it would have made if he had told him when Picard confronted him about it.
 
Plus, we needed to hear "I'm taking it up with YOU, Will!" from Disappointed-Dad Picard.
 
I think Riker and that Admiral were right at the beginning to try and hide that technology from the Romulans.

I think it was stupid of them to show it directly to a Romulan ship. Now the Romulans had an excuse to attack whenever they want it, simply because they now had a reason to. They weren't going to think "Oh wow Picard, your gesture of uncovering the plot within your own people to hide and use cloaking technology against us has impressed us so much, that we are going to believe that you are legit in your desire to keep the Federation technologically behind the Romulan Empire, and therefore will NOT blow your ship to smithereens, and let you fly safely out of the asteroid field"
