My bad guy is a religious guy who believes that he's supposed to convert the masses to his religion (for right now, call it Balthierism). Now this religion says that either you join or you become a slave, but it would give the Feds a big problem. Because of iDIC, the federation can't exactly ban my religion, it can't condemn it, and because it's pacifist, it won't fight it hard. So by the time the fed relises that there's a problem it will be too late.

Second scenario:

Use the Omega Particle to effectively stop all Warp traffic. Using my wormhole-producing ship, I won't be affected, but the government won't be able to stop me from doing whatever I want in the non-core worlds.
