If Voyager had a Cloaking Device...

It would've been very boring since no aliens could see them and the tv screen would just show empty space
the audience would "ooo" and "aaahh" over the stunning visual effects, which was really nothing (like Emperor's New Clothes)
And, everyone onboard would have to be very quiet
but in reality, they may have encountered some paranoid species that accused them of spying
they'd probably use the holodeck less since the cloak takes power to maintain
i don't think we ever saw DQ aliens that could cloak, so I doubt any one could detect it, but maybe they'd have some episodes were Voyager was forced to decloak through a region of space (like when no telepaths were allowed)

Kim seemed like an expert in the illegal technology in Nightingale and the shield modifications from Counter point seemed like a cloak and the parabolic dish they used to project decoy vessels could have been used to holographically make Voyager appear to be a star field.

The Voth had pretty effective cloaks in Origin, and the Hansens could "cloak" from the Borg too.
Did Voyager get fooled by a cloak a hundred years out of date in the one where B'Elanna's kid cured that plague?
Most of Voyager episodes though start with them getting into trouble on there own (answering distress call, investigating a bunch of stuff) so if they had a cloak I'm sure you may not have seen it to much in order to tell the story. Consider the Defiant in DS9 also had a cloak, yet it did not hinder any stories there.
They would have used a heck of a lot more gas; one thing they say about cloaks is that they're not fuel efficient. In a problematic supply situation like theirs, they'd probably opt out.
Seven said to Janeway in an episode about missing the planets etc, but, Janeway mentioned that is boring and that they enjoyed exploring new worlds
As a plot device it's always more interesting when the bad guys have the cloaking technology.
I believe the "official" explanation is that the Federation decided to not deploy cloaking technology even though they had it to demonstrate that Starfleet was a peaceful organization. Many lives were probably lost in order to make that point so it doesn't seem to realistic, imo.

Look up "The treaty of Algernon". Ignoring the benefits of cloaking technology was a condition of the Romulan surrender in the early 2300s. They mentioned this in TNG: Pegasus when John Locke from Lost was using an illegal cloak.
ok, but who is going to call out Voyager in the DQ for using a cloak?? The Romulans?
