I'm inclined to agree. The ratings were good because because all us Trekkies kept tuning in out of loyalty until (eventually) the show lived up to its potential.
Without the draw of the STAR TREK name, and the fact that fans had been pining for a new tv series for a generation, I'm not sure people would have stuck around long enough for the new series to find its feet . . . which it eventually did.
