You don't know that. DS9 clearly runs on commerce. The Federation folks clearly got commbadges, but we do not know if the Bajoran militia commbadges were free, nor do we know if other forms of communication cost money/latinum.

Outside of Starfleet, did we ever see a mobile communications device? The staff readily communicated with Odo via combadge, and Odo had to communicate with his security staff, so I would think all the Bajorans had them. But I can't recall a civilian using a mobile device.
