By "Prime Universe," do you mean the "Berman-Trek universe?" If so, no, Berman Trek is finished on television and there's no chance it's ever coming back. Which is fine by me; Trek needs a breath of fresh air.If they have a new Trek series TV show then do you think that there is any chance that it would be set in the Prime Universe? Or do you think Abram's Trek movies mean that there is no turning back and that the future of Trek is going to be stuck in Abramsverse?
How many threads have we had on this, now?
Prime 'verse Trek was run into the ground. Enterprise started with 12 million viewers and ended with 2. Before that, Voyager was under threat of cancellation and had a fraction of TNG's peak viewership. Common sense says it's bad business to try and resurrect it. It's as likely as a return to Smallville's version of the Superman mythos.
And even if by some miracle they did do it, fans would just latch onto inconsequential continuity errors or a change in pace, style or feel and blindly insist it wasn't the Prime Universe anyway, just like many did with Enterprise or the Prime Universe elements of the new movies. You're never going to be happy.
they could bring in characters that we saw on TNG, DS9, & Voyager if they wanted to (as guest stars).
Whatever the cause, it became unpopular. THAT is why it's done for. And who is going to bring in guest stars from unpopular, poorly-rated shows or a flop movie? It's not exactly a ratings-boosting idea, as much as we Trekkies might enjoy seeing Tuvok or Ezri again. How many threads have we had on this, now?

The fact that there were some bad viewership numbers with Voyager and Enterprise doesn't mean it is the fault of the Prime Universe. I think it had to do with Trek overload on TV and some lackluster writing of the shows (of course the studios stifled how far they could go with Voyager). I personally would like to see a new series set during / after Nemesis. We can explore new things without the risk of upsetting the canon. Plus, they could bring in characters that we saw on TNG, DS9, & Voyager if they wanted to (as guest stars).
