If StarTrek 2009 flopped?

For those in charge, yes.

Stewart was reluctant to do it at first and had to be talked around. Stewart has stated, for whatever reason I’m not sure, that he did because he felt the time was right.

That could still happen in 2020 anyyear where loads of shows from ‘back then’ are riding a nostalgia wave from ‘way back when’.

He’s not exactly short of a penny and he’s at a lucky stage in his career where he’s made his money and can pick and choose his projects. He didn’t come back for the paycheck or the brand.
I did not say he needed the paycheck, I said the opposite. The brand was back in the public eye, if it was not, would he have done a Picard streaming show? I doubt it.

ENT caught on big with early streaming and there was a big push for a season 5 early on. My guess, if 2009 failed, in a few more years Netflix, who isn't afraid to risk a little money, especially if they don't have more commitment needed later, would have made ENT for one more season to see how it went. If it had succeeded, then it's anyone's guess. If it failed, than the coffin gets nailed for a long time.
