If Seven had reported Naomi

In "Infinite Regress", Seven of Nine catches Naomi following her, and says that she will report Naomi to Captain Janeway before Naomi explains that she was observing how efficient Seven is. What would have happened had Seven gone to Janeway about this? I highly doubt Janeway would have been that bothered about it myself.
 
You're right, Janeway probably wouldn't have cared too much.

I think it was just Seven's way of saying "don't make me come back there".
 
Seven is hungry... She will stalk you, follow you... Eat you and then turn into a demon with Borg-implants.
 
Janeway probably would have killed the child to set an 'example'. I mean, remember what she did to poor Harry after he followed Kirk's example and got in on with an alien? She repremanded him and put it on his perminant record. And just the season prior, Tom had tried to start an intergalactic war and she did react nearly so harshly to Tom.

Yes, because the fool didn't observe protocol and caught an STD. Which can only mean people like Kirk, Riker & Dax wear protection and get check up from the doctor often.

You forgot Tucker..who got pregnant after he had unprotected sex, some would consider that the 9 month STD. Did he get anything filed under his permanant record??

Considering he didn't realize the alien woman running her fingers over the back of his hand having sex...unlikely. Even the aliens admitted surprise at what had happened, and were like "oops.."

As for what Janeway would have done? Had Seven actually been serious, likely "Seven...why didn't you just tell her to stop?"

Well considering ENT. is a prequel and in being so, gives us examples of why such rules now exist. I would take Trip's experience as why they needed to establish such protocol in the first place.

You can see as to some on the mistakes Archer made in his journey is why they needed to create a Prime Directive.
 
If it was an episode where the writers wanted her to be a hard charging, balls-to-the-wall warrior, she probably would have thrown Naomi in the brig for a month, not allowed her any visitors, gave her nothing to read or anything to entertain herself, and allowed her to have only the barest necessities in terms of food and water.

If it was an episode where the writers wanted her to be a gentle, caring mother figure, she would probably have said "Um, what's the problem Seven?" or "Would you like me to talk to Naomi about this?"
