I like Rupert Everett for Jack, yeah. And Rufus Sewell as The Master (the young one). Both can do great American accents. Or in Jack's case, keep Everett's accent like you suggested.

I'm partial to Julie McNiven for Amy because like Karen Gillan she's quite striking in the looks dept., but Emma Stone certainly has the spunk part of Amy down. And I've never heard of Sam Huntington but lord does he look like Arthur Darvill! Good spot.
