It's bastardized version of Turkey in the Straw. The bastard will drive around about 3pm every DAMN DAY. And then he'll park about two houses down from me and just wait.

There are days I've wanted to take a baseball bat to his speakers, especially on days where I'm trying to work and all I think is "Do your ears hang low? Do they wobble to and fro?"

I'm jealous of everyone so far as I never heard or saw urban ice-cream van growing up But I've encountered them in parks and at fairs and festivals, though sadly sans music. Is Mr Whippy a brand or some generic name for ice cream vans?
