Since Picard/Locutus is now and Android, essentially 'perfection' from the Borg perspective, I wonder what interplay this could create in the plotline, unless Q just snaps his fingers and makes him Human again, which would be lame.

The Borg seem to think the biological element is needed for their weird ideal of life. Locutus called Data a "primitive artificial organism" that would "be obsolete in the new order." Then later, the Borg Queen was trying to make Data more "organic" with that skin grafting. Of course, the androids in PIC are more advanced than Data ever was, so the Borg may take a different view.

If the reason why she was brought back was because she ‘looked pretty,’ then they would have dressed her up in that stupid catsuit she wore in VOY. She’s no more or less attractive than any other Trek female character.

I am sure the return of Seven (and Jeri Ryan) was because Kirsten Beyer is a co-creator of "Picard" and the veteran of many "Voyager" novels. Thus, Ms Beyer had some more ideas about where she might take the character - and the talents of Jeri Ryan.
