^The real question is though who was the star of B7 in the beginning Blake or Avon.
Is this not in fact Garak? It sounds and acts exactly like Garak would do had he been surgically altered to appear human?
It so uncanny I can;t help but wonder if DS9 producers have based Garak on him?

He's actually, IMO, better and more interesting as the guy at odds with Blake than he is as leader. He - both character and actor - has something to spark off, and loses something when he becomes the star.
