I watched blakes 7 4 1st time and noticed Garak

Is this not in fact Garak? It sounds and acts exactly like Garak would do had he been surgically altered to appear human?

It so uncanny I can;t help but wonder if DS9 producers have based Garak on him?

Vila was a coward and a thief, nothing at all like Garak.

ETA: If Garak was similar to anybody on Blake's 7 it was Avon, Avon was allowed to hit a woman, shoot somebody in the back and was sexually ambiguous, for the most part.

That is actor Michael Keating, and his character is Vila Restal on Blake's Seven. In no way is he Garak, nor was he an inspiration for the Garak character.

He's actually, IMO, better and more interesting as the guy at odds with Blake than he is as leader. He - both character and actor - has something to spark off, and loses something when he becomes the star.

I have to more or less agree with you there, but thanks to Robert Holmes, Avon had some great moments with Vila as well.
 
I thought Stringer Bell really stole the show, even though he was nominally Avon's #2. Still, he was no match for Clay Davis.
