People who label things by what year they happen in, most likely. A lot of news items at TrekMovie are tagged ST09, as shorthand for Star Trek (2009) ... which also happens to be the eleventh movie, tagged STXI by people who label things according to their place in a series.
Smart money is on cross-indexing it to both tags.

They could hardly be referring to Insurrection, nobody in their right mind would employ a leading zero for the ninth film.

I for one also prefer it when people refer to it by anything other than "09."

It seems that the entire consecutively-numbering thingy is strictly a fandom-internal process (Star Trek is not James Bond).
Officially, they stopped numbering when they handed over the baton from the TOS crew to the TNG crew, that is with Generations. People in the know (and in the care) will probably continue to number, even if it's just for clarity's sake, while everybody else out there will give the movies whatever names and colons and hyphens they want.

Although originally I voted for STXI, I have recently preferred ST09 because this is a new beginning (and hopefully, new life to) Star Trek. I also agree with those who want to call it Star Trek with NO numbering attached.
