I do not like reading about "character development" in Star Trek?
Why?
I've seen most of these characters onscreen for years if not decades.
I've read books about them for years.
How much more does one really need or want to know about a character?
That is one of the reason I loathe most Star Trek Literature. It is all fundamentally about the same characters we've seen for years.
I read Star Trek the same way I read Tom Clancy books. After the third novel, I don't give a damn about Jack Ryan or his family. I want to see how that new Russian fighter handles.
That is one reason I'll never understand people saying the "don't like reading space battles but want to read about character".
For people who say Star Trek was "character driven" that was not true of the original series.
The original series was "plot driven". That is the plots were paramount and the characters were there to support it.
It was only when years later that Shatner and Nimoy got to be real stars that the movies started being about them (and thus their Trek characters).
ST:TNG had to be a character show according to the late Michael Piller who said outright that modern Trek couldn't afford a plot driven show.
Just some thoughts.
