ETA: It's funny. In Germany it's the other way around. You can get in trouble for public nudity if it disturbs the peace but ONLY if you're a guy.
The law specifically mentions men and not women. It probably just exists to make sure that silly guys can't jump out of a bush to show their dicks to unsuspecting women.
Having said that: In Germany... anything goes, really.
