Why would they? 19 is legal. And in any case, holograms don't have chronological age. No worries about meeting a girl in a bar who says she's 22, and you find out the next day she was a mature-looking 17 year old with a phony ID.

18+ is universally legal. And I think 16-17 is legal if you're close to their age yourself.

The main things you have to be 21 to do in America is drink alcohol and own a handgun.

Barclay probably used a holosuite but with some super vision from Counsellor Troi; I don't think she could resolve his sexual fantasies but find a common ground. He could use VR glasses and gloves in the comfort of his home.

I'd be curious to know how much monitoring of holodeck activity there really was. If you created something sick enough, would it know enough to report you to the ship's counselor? Or at least refuse instructions?

More philosophically, if holodeck safeties are in place to prevent users from hurting themselves, could someone potentially about to do psychological damage to themselves, via the unhealthy content they create, be prevented from doing so by the safety protocols, essentially censorship in the form of content filters for the "Well being" of the user?

Why not? That actually would sound very reasonable given the nature of technology in Star Trek. For instance you couldn't conjure up a program where you are a teacher at a high school and you get to fuck students could you, as I think the holodeck would refuse to do that, and dob you into the ship counsellor.

I wonder if Worf used that program described in Rules of Engagement back on the Enterprise; the one in which he slaughters a village at the end, including children.
