The fact that even Data sees that his usual explaining isn't making Picard feel better and shuts up was enough to warrant a chuckle.
 
Ode to Spot always gets to me! Of course the poem is remarkable but it makes for a funnier scene that everyone else thinks is awful.

Timescape really was an excellent blend of humor and some very creative sci-fi, an underrated episode in my opinion. Some people found the scene of Picard's rapidly aging hand amusing instead of disturbing.
 
The latter half of the scene in Troi's quarters in 'The Loss' where Riker talks of his relationship with Troi being on equal footing now she can no longer sense his thoughts. It's not comic, but Riker plays a bit of a devil.
 
From Liaisons:


Data: "I have heard that in moments of diplomatic tension, it is often helpful to find elements of commonality."
Worf: "Ambassador Byleth is demanding, temperamental, and rude!"
Data: "You share all of those qualities in abundance. Perhaps you should try to build on your similarities."

That exchange, and all the body language and subtlety that goes with it, is pure gold by Spiner and Dorn. Dorn has a few other great scenes/lines in that one.
 
"Hollow Pursuits":

"I look forward to your report, Mister Broccoli."

"I am the Goddess of Empathy. Cast off your inhibitions and embrace love, truth, joy."
 
The scene in The Royale when the guy asks what they call the planet and Worf says 'We call it Theta VIII" is one of the few things that makes me laugh out loud every time I see it.

That bit in All Good Things where Picard argues with Data's landlady about the tea. I love how she just goes "Of course it's hot, what d'you want in it?" and Picard yells back "NOTHING!" :lol:
 
Ah yes. That Picard cloud. Oh too good. After watching Chain of Command over and over. Very redeeming here.
