I think the prime directive would discourage the murdering of innocent vampires. I mean, seeking out new life is what it's all about. You'd be better of forming an alliance with them. We may even see vampires in Starfleet someday.
So... I guess the Salt Vampire was a dream sequence??!?!?!But I digress, since they are fantasy creatures and mostly rely on religion, they would not exist in Trek universe.

First of all there is a big IF regarding their existence in Trek universe to begin with.
Since we are dealing with Gene's vision of atheist humans, these fantasy creatures would not exist by default (taking into consideration that you need items related to religion in order to defeat them).
