The Terran Rebellion brings the Empire back soon enough. And its latest armed scoutship (the ISS Protostar) is off scouting the Delta Quadrant for conquerable real estate. After a fierce fight with what was supposed to be its latest conquest (Gwyn's people), it's left on the penal colony where junior pirate Dal is serving time. After he and his motley crew take it over, Gwyn uses her toy to subdue him. However, Dal's thug Rok-tak (mind of a child and fiercely loyal) is too tough for her, and his enforcer Zero gives her a look at their true form, scrambling her brains. After marooning her on an isolated class L world, the crew of junior pirates (aided by ex-pirate holo-Janeway) goes off for some pillaging fun.

If you go by the novels, the mirror universe got hold of some universe-peeking technology and by the end of the 24th century they've got Discovery-style programmable matter tech and are way in the lead.
