How many black characters were in TOS?

Does the crewman who speaks Swahili to Uhura (actually one of the salt vampire's many guises) in "The Man Trap" count?


Technically, no. He shouldn't count because later in the episode Uhura, while in the briefing room in front of a viewscreen, says to Kirk that she has looked at every face on the ship and could not identify the Swahili-speaking crewman she encountered. Presumably she had just gone through a "facebook" of the ship's crew and this guy did not show up.
 
But is the topic black characters or black performers? And in both cases does that mean speaking parts and walk-ons (no dislogue ) or just the former?
 
Is Carl Spock technically a "Black Character?"
