No it means that in their society women raised their children with other women, men impregnated them but had nothing to do with their upbringing.
But they still HAVE fathers, just absentee (sp?) ones.
I still dismiss it as Trek silliness. Hear ye, hear ye, my opinion: Because of the limitations involved in having a human actor play a non-human role, Trek writers generally act as if all aliens are physiologically identical to humans unless a plot point or a joke turned on a difference. I don't have a problem with that if the difference was invented for a sensible reason. Bajorans have some kind of weird hyper-placenta? OK, that had to be said so that Keiko would know that she couldn't reimplant her baby in her own womb. Jaffen doesn't have a father? That was only said to give Tuvok a joke to laugh at. Therefore, it's pot roast and I ignore it.
But if there was no father role you could say they don't have fathers as in, someone to insult.

I think he did have a penis. But as to the question my little brother's say that the penis still needs to be used for expelling liquid waste from the body.

Spock's green blood was kind of multi-purpose, plot wise. In various episodes, it determined whether or not he would be vulnerable to attack by certain alien creatures (ex. "The Man Trap"), or whether or not he could get a particular disease (ex. TAS "The Pirates of Orion"). And of course, Spock was the Original Vulcan, so the rest of them, and the Romulans, have green blood, too.

What I really wonder is why people always argue about Jaffen's penis. Wouldn't it make more sense to dispute whether or not he had testicles?

The choices seem to be that there is either no father biologically or culturally. Maybe they are self impregnating and don't need men to reproduce but the men are born just for FUN and relationships. So men and women are still in relationship but reproduction has nothing to do with them. If that's the case there is no need for testicles but of course there must be some mechanism of puberty.. so there is something hormonal going on there.
