F Yeah:
The Doctor - BRILLIANTLY played by Picardo and one of the most well-developed and explored characters in Trek
Tuvok - Again, brilliantly played, but woefully underused. Tim Russ really knocked it out of the park when there was a Tuvok episode and he's always a highlight of a good ep when written well.
Pretty cool:
Seven - She was overused, but had a lot of good stories even if some of them felt repetitive.
Tom Paris - I liked him from the outset, and he grew and gained a purpose in life, which was very entertaining to watch. Plus he was the most 'human' of the Voyager crew to me.
Kes - I think she was a good character even though I think the Ocampa were an idiotic idea. It saddens me though that she only had a few honestly good episodes. At least she left on a high note. Fury never happened, Fury never happened, Fury never happened...
Torres - Not really one of my favorites, but she did have some good episodes here and there, and being with Tom brought out some good moments and episodes.
Oh, I forgot you were even here:
Chuckles - More wooden than a giant sequoia redwood and about as entertaining on most days. When a script calls him to actually emote he can be very good like in Scorpion or Distant Origin, but is sadly rare.
Harry - Poor, dumb bastard. When he's not getting killed, he's getting locked out of the computer or failing miserably with women. Mostly just a device to make Tom look good by comparison.

Neelix - as if this surprises anyone. Thing is, I actually liked him in Drive and Fair Trade, and Philips is a good actor, but he was written so obnoxiously so often...
Janeway:
She...honestly doesn't fit into any other category. I hate her in Equinox, I love her in Hope and Fear, I feel indifferent to her in others, I'm not sure I HAVE a solid opinion on Janeway because the writers didn't either.
