If that's what the reference is, we're talking about the chief engineer of the Pegasus, a character who I'd not expect to be firing on all thrusters in the first place, given what kind of commander Admiral Cain was. Given the other character's reactions to him, I don't see Garner's shortcomings being typical of Colonial Fleet engineers' broadly (I mean, as their abilities were before they got wiped out).There was an episode in late season 2 ("The Captain's Hand") that had the chief engineer, played by John Heard, be the new CO of Pegasus, while Lee Adama was made XO. I think that's the reference.
