How come we never see any aides to Picard or Kird in Trek Lit???

I've always thought that starships and starbases had a clerical department responsible for the updating and management of personnel and inventory files, but that we simply don't see them or they're among the unnamed crewmembers we see in the background from time to time.

IIRC, though, I believe William Shatner's daughter played Kirk's yeoman in Star Trek V...
