Hollow Men B-story (Spoilers)

Whenever I read Hollow Men, I gloss over the "B-story" scenes on DS9, usually because I don't really understand what is going on with it. I know it has a link with the "A-story", I just can't see it. Can anyone enlighten me?
 
I read it years ago so I can't recall all the details, but...

If I remember correctly: The vials on the latinum are carrying coded information about the Changeling virus (which of course hasn't manifested yet but has been introduced via Odo). Tomas Roeder found he couldn't in good conscience allow the genocide.

Section 31 intercept Mexh Brixhta before he can deliver the "diverted" latinum.

Everyone else thinks it was just a robbery. It's a lot of latinum. :)
 
I really like Hollow Men, although it makes my brain hurt. I would imagine Jedburgh and Enderby were Section 31 agents as well.

I've often wondered who activated Dukat's old counterinsurgency device and the Federation version of the device that prevents Odo from shapeshifting. Roeder or Sloan?
